Mr. Dominique Strauss-Kahn, Managing Director of the International Monetary Fund (IMF), issued the following statement today on Korea:

"The IMF welcomes the measures announced by the Korean government on Sunday to address the financial pressures that Korea, along with many other countries, has experienced in recent weeks. In particular, the announced guarantee of banks' external liabilities will bring Korea's policies closer in line with advanced countries, including some in the region, and help ease pressures in the local dollar funding market.

While global financial conditions will likely remain unsettled for some time, the government's policy package should support confidence in the Korean financial system and return attention to Korea's solid macroeconomic fundamentals, including its sizable foreign reserves."

Our initial reaction is that such measures are necessary given the lack of confidence in the global credit markets and also so as not to put Korean banks at a disadvantage relative to other banking systems in the region whose governments have taken similar actions.

But whether the measures are sufficient will depend on how the creditors respond as well as how other pressures, both actual and potential, on Korea's external position play out.

[S&P ¼­ÇÑ]
As long as we believe that the fundamentals of Korean banks remain sound, we do not believe that any temporary impact to the government's financial position resulting from supportive measures to be a serious concern.

The government's balance sheet concerns will only be important when we think that banks are financially troubled and could cause serious economic damage. In the latter scenario, the damage to government's balance sheet will be both large and permanent. Only in this case do we consider the sovereign credit fundamentals to have been weakened materially.
